Welcome to Care Services Supports Management

What Is Early Intervention?

Early Intervention (EI) is a statewide program in Pennsylvania designed to support infants and toddlers who have developmental delays or disabilities. Services focus on enhancing development and minimizing the need for special education services later in life.

Early intervention helps children develop skills in:

Developmental Evaluations

Comprehensive assessments to determine eligibility and identify a child’s strengths and needs across developmental areas.

Speech & Language Therapy

Support for children experiencing delays in speech, language comprehension, expression, and social communication.

Occupational Therapy

Services focused on fine motor skills, sensory processing, self-help skills, and daily routines.

Physical Therapy

Support for gross motor development, strength, balance, coordination, and mobility.

Special Instruction

Individualized developmental instruction to support learning, play, and participation in daily routines.

Our Staff

 At Care Services Supports Management Early Intervention Services, we believe every child deserves the opportunity to thrive. Our experienced and caring professionals support children with developmental delays and disabilities by delivering individualized services that align with Pennsylvania Early Intervention (EI) standards.

  • We work collaboratively with families, service coordinators, and community partners to ensure children receive meaningful, effective, and timely supports in natural environments such as the home, daycare, and community settings.

Where Services Are Provided


Early intervention services are delivered in natural environments, including:

  • The child’s home
  • Childcare settings
  • Community locations
  • Other everyday environments where children live and play

Referrals and Elgibility

Who Is Eligible?

Children may qualify for Early Intervention if they:

  • Have a diagnosed physical or mental condition with a high probability of developmental delay, or
  • Exhibit a developmental delay in one or more developmental areas

How to Get Started

  1. Referral is made (by parent, doctor, or professional)
  2. Evaluation is scheduled
  3. Eligibility is determined
  4. Individualized Family Service Plan (IFSP) is developed
  5. Services begin

Deborah Care works collaboratively with county EI programs and service coordinators throughout Pennsylvania.
